Nurse Practitioner Loan Forgiveness: 7 Programs for PMHNPs

Nurse practitioner loan forgiveness for PMHNPs: what Nurse Corps, NHSC, STAR and PSLF pay in 2026, what you owe back, and the catches most lists miss.

Nurse practitioner loan forgiveness is real, and some of it is aimed squarely at psychiatric nurse practitioners. Seven federal programs will pay down a PMHNP's student loans: the Nurse Corps Loan Repayment Program, four National Health Service Corps programs, the STAR Loan Repayment Program, and Public Service Loan Forgiveness. Three of the seven were built specifically for addiction treatment, which sits squarely inside a PMHNP's training, and one of them lets you lock in an award before you graduate.

None of it is free money. Every program except PSLF is a contract: the government pays your loans and you work two to six years where it needs you. And the details that decide what you actually get are the ones most lists of nurse loan forgiveness programs leave out. The main National Health Service Corps program pays a PMHNP $25,000 less than it pays an NP doing primary care. Nurse Corps sets money aside for PMHNPs, then ranks applicants by how much they owe against what they earn. Here's what each program pays, what it asks for, and which one fits the job you're likely to take.

What the Nurse Corps Loan Repayment Program Pays a PMHNP

The Nurse Corps Loan Repayment Program is the one most nurses have heard of. It pays 60% of your outstanding qualifying nursing education loans over a two-year contract. If you sign on for a third year, it pays another 25%, for 85% in total. On $100,000 of nursing loans, that's $60,000 over two years and $25,000 more in the third. It's open to registered nurses, advanced practice registered nurses and nurse faculty.

In exchange you work two years full time at a critical shortage facility. HRSA defines that as a public or private health care facility located in, designated as, or serving a Health Professional Shortage Area, and the definition covers mental health shortage areas as well as primary care ones. For a PMHNP, that opens up a lot of psychiatric settings.

The part that matters most for you sits in the 2026 Application and Program Guidance rather than on the landing page. Nurse Corps splits its money into funding categories, and one of them is reserved for PMHNPs: up to 15% of program funds. To compete in it, you need a master's or higher from an accredited nursing program and national board certification. Within each category, Nurse Corps funds applicants in order of decreasing debt-to-salary ratio.

That ranking rule is worth understanding before you pick a job. Picture two PMHNPs who each owe $120,000. One takes a $115,000 job at a community mental health center and the other a $150,000 job at a hospital that also qualifies. The first has a debt-to-salary ratio of about 1.04 and the second 0.80, so the first gets funded first. The program is built to reach the people for whom the debt is heaviest. For reference, the median nurse practitioner earns $132,300 (BLS OEWS, May 2025). If you owe more than you earn, your ratio is above 1, and the program works down from the highest ratios.

One catch: Nurse Corps payments are taxed. HRSA says the funds are not exempt from federal income and employment taxes, so $60,000 of loan repayment shows up as $60,000 of income. The NHSC awards below are tax-free, which narrows the gap between the two programs more than the headline numbers suggest. The 2026 cycle is closed, and applicants hear back by September 30, 2026.

NHSC Loan Repayment: Why a PMHNP Gets Less Than a Primary Care NP

The National Health Service Corps Loan Repayment Program raised its award for primary care clinicians to up to $75,000 for two years, and it's easy to read that as the NP award. It isn't yours. The increase went to physicians, NPs, nurse midwives and PAs providing primary care in a primary care shortage area, and NHSC says directly that providers who deliver mental or behavioral health care aren't eligible for it. A PMHNP at an NHSC-approved site in a mental health shortage area gets up to $50,000 for two years full time, or $25,000 half time.

It's still a strong deal. NHSC money is exempt from federal income and employment taxes, and after the first two years you can apply for continuation contracts, which NHSC says may let you pay off most or all of your debt. There's also a one-time $5,000 enhancement if you're proficient in Spanish and your site confirms you use it with patients, which brings the behavioral health award to $55,000.

To qualify you have to be a U.S. citizen or national, enrolled as a Medicare, Medicaid and CHIP provider, fully licensed in the state where you'll serve, and working at an approved site, or holding an accepted offer from one, by the application deadline. Approved sites provide outpatient care to people in shortage areas, which is why community mental health centers and FQHCs come up so often. Ask an employer whether they're an NHSC-approved site before you count on the award. And if you're in private practice, the half-time option isn't available to you.

The Addiction Programs: NHSC SUD, Rural Community and STAR

This is where the awards get bigger, and it's work that sits squarely in a PMHNP's lane. Three federal loan repayment programs exist specifically for substance use disorder treatment, and all three list nurse practitioners as eligible. Since the DEA X-waiver was eliminated in 2023, any DEA-registered practitioner can prescribe buprenorphine, so addiction care is a realistic first job for a new PMHNP. The NHSC Substance Use Disorder Workforce Loan Repayment Program pays up to $75,000 for 3 years full time, or $37,500 half time, at an NHSC-approved SUD treatment facility in a shortage area. It's tax-free. Applicants get priority for working in an opioid treatment program and for specialized SUD training or licensure. Compared with the standard NHSC award, it asks for one more year and pays $25,000 more. The 2026 application window ran from January 30, 2026 to March 31, 2026.

The NHSC Rural Community Loan Repayment Program pays up to $100,000 for 3 years full time, or $50,000 half time, at a rural NHSC-approved SUD treatment facility. It's also tax-free, and it's the largest NHSC award you can apply for once you're licensed.

The STAR Loan Repayment Program is the biggest number on this page: up to $250,000. It's also the longest commitment, 6 years of full-time work in a substance use disorder job at a facility approved for the program. The facility has to sit in a county whose overdose death rate is above the national average, which STAR set at 24.3 deaths per 100,000 for the 2026 cycle, or in a mental health professional shortage area. High-overdose counties get first priority, and after that applicants are ranked by how long they've worked at the facility. STAR is open to permanent residents as well as citizens and nationals, which NHSC isn't.

Six years is a long time to commit to your first job out of school. STAR makes the most sense once you know you want to stay in addiction treatment and you've found a facility you'd stay at anyway.

Public Service Loan Forgiveness for Nurse Practitioners

Public Service Loan Forgiveness works differently from everything above. There's no application window and no award cap. After 120 qualifying monthly payments made while you work full time for an eligible employer, the Department of Education forgives whatever is left on your Direct Loans. The payments don't have to be consecutive, so a year at an employer that doesn't qualify pauses your count rather than resetting it.

For PSLF, it's who you work for that counts, not what you do. Government employers at every level qualify, including the VA and state psychiatric hospitals, and so do nonprofits that are tax-exempt under Section 501(c)(3), which covers many hospitals and community mental health centers. For-profit employers never qualify, and that includes for-profit contractors. That's the trap for PMHNPs: plenty of telepsychiatry companies are for-profit, and years spent at one don't move your count. If you're weighing a telehealth PMHNP job against a nonprofit one, put PSLF in the comparison.

Full time means averaging at least 30 hours a week. You also need a qualifying repayment plan: the Repayment Assistance Plan, Income-Based Repayment, Income-Contingent Repayment, Pay As You Earn, or the 10-year Standard Plan. The new Tiered Standard Plan doesn't count. Only Direct Loans qualify, Grad PLUS loans included, and older FFEL or Perkins loans count only after you consolidate them. Private student loans never qualify.

PSLF takes ten years at minimum, and you have to still be working for a qualifying employer when you apply for forgiveness. Certify your employment every year and whenever you change jobs, rather than trying to document a decade of employers at the end.

Can You Combine Nurse Corps, NHSC and PSLF?

The HRSA programs don't stack. The Nurse Corps guidance makes you ineligible if you still owe service under another obligation at the application deadline, and it names the NHSC programs, the Nurse Corps Scholarship, state loan repayment programs, and any employer-sponsored scholarship or loan repayment program. That last one catches people. If a recruitment package includes loan repayment with a service commitment attached, it can keep you out of Nurse Corps for as long as you owe that service.

Once an obligation is finished, it no longer blocks a Nurse Corps application, so you can use these programs one after another rather than all at once. You can't go back to Nurse Corps for the same loans, though: past participants can apply again only for loans from a new nursing degree.

PSLF is the one that can run alongside. It isn't a service contract, and the Nurse Corps guidance includes instructions for participants whose loans are forgiven through PSLF while they're under contract. HRSA payments have to go toward your qualifying loans, and Nurse Corps may check with your lenders that they did.

Still in School? Two Programs Start Before You Graduate

The NHSC Students to Service Loan Repayment Program is the one to look at in your final year. It's open to students in the last year of nursing school, along with medical, dental and PA students, and its nurse practitioner specialty list includes psychiatry. It pays up to $120,000, in yearly installments of up to $30,000, for at least 3 years of full-time service at an NHSC-approved site in a shortage area, and like every NHSC award it's tax-free. That's the largest NHSC award open to a PMHNP, and you lock it in before you've taken a job. NHSC listed the next cycle as opening soon when we checked, and the last one ran from August 26, 2025 to November 6, 2025. If you finish school next year, sign up for NHSC's emails now so the window doesn't pass you by.

If you haven't started your program yet, the Nurse Corps Scholarship Program is the same bargain struck before the debt exists. It pays your tuition, eligible fees and other reasonable costs such as books, clinical supplies and uniforms, plus a monthly stipend of $1,642 for full-time students in 2026-2027. In return you work at least 2 years full time at a critical shortage facility after you graduate.

PMHNP students aren't an afterthought here. The 2026 scholarship guidance puts graduate-level NP programs in its first funding tier and names PMHNP post-graduate certificates specifically, as long as you're enrolled full time for consecutive terms. Awards go to the applicants with the greatest financial need, measured by the Student Aid Index on your FAFSA. The whole scholarship is taxable, and federal income and FICA taxes are withheld from the stipend. Why the 2026 Federal Loan Changes Make This Matter More

Grad PLUS loans are gone for new borrowers. Under the One Big Beautiful Bill Act, a new graduate borrower whose loans are all first disbursed on or after July 1, 2026 can borrow up to $20,500 a year in federal unsubsidized loans and $100,000 in total for graduate study, and can no longer take out a Grad PLUS loan. If you borrowed before that date, different rules may apply, and Federal Student Aid lays out each scenario separately.

Put that next to what school costs. Two years at the annual cap is $41,000 of federal borrowing. The median program in our PMHNP program cost analysis charges $40,670 in tuition alone across the 123 programs we can fully price, before fees, books, travel for clinical rotations or rent, and the most expensive one charges $217,152. Whatever the federal loans don't cover tends to come from private lenders, and private loans never qualify for PSLF. Whether your program counts as graduate or professional under the new limits is also unsettled. On June 24, 2026, a federal court preliminarily stayed part of the Education Department's professional degree definition, so ask your financial aid office which limits apply to you.

Which Loan Forgiveness Program Fits the Job You're Taking?

If you're joining a community mental health center or FQHC in a mental health shortage area, compare NHSC and Nurse Corps against your own balance. Nurse Corps' 60% passes NHSC's $50,000 once your qualifying debt is above about $83,000. But Nurse Corps is taxed and NHSC isn't, so the real crossover sits higher than that, and NHSC's continuation contracts can extend it. If you're heading into addiction treatment, the NHSC SUD Workforce program pays $75,000 for three years, the Rural Community program pays $100,000 if the facility is rural, and STAR pays up to $250,000 for six. Pick by how long you're sure you'll stay.

If you're working for a nonprofit hospital, the VA or a public agency, start PSLF on day one and certify your employment every year. It costs nothing to pursue and can run alongside an HRSA contract.

If you want a for-profit telepsychiatry job, PSLF is off the table, and whether any HRSA program applies depends on whether the job is at an approved facility. Judge that offer on salary alone.

If you're in your last year of school, watch for the NHSC Students to Service cycle. It's the only way to secure an NHSC award before you graduate.

If you haven't started school, apply for the Nurse Corps Scholarship before you borrow, and pick your program with the tuition in view.

The Downsides of Nurse Practitioner Loan Forgiveness Programs

These are binding contracts. NHSC says that if you terminate your contract, you'll repay all the funds you received under it. Read the guidance for your program before you sign, and assume the service obligation is the real price of the award.

The jobs are where the need is, which isn't always where you want to live or where the pay is highest. Shortage-area employers don't always match what a private practice or a telehealth company will offer, so compare total compensation, not the award alone. The awards are competitive and the timing is rigid. Each program opens once a year, and every 2026 cycle is now closed. NHSC requires you to be working at an approved site, or to have accepted an offer from one, by the application deadline, so if you're graduating soon, line up an eligible job before the next window opens. The paperwork is real too: NHSC says a complete application takes up to three weeks, and a frozen credit report you won't unlock disqualifies you.
